Authorization System for Aviation Fuel Sales at Swedavia’s Regional Airports

To ensure an open and competition-neutral market for aviation fuel sales at Swedavia’s regional airports, Swedavia applies an authorization system. The system provides fuel operators with the opportunity to conduct operations under fair and transparent conditions.

Fuel companies that meet the basic requirements listed below and enter into a Ground Handling Operations Agreement are granted access to the airport to operate fuel services in accordance with item 7.1 of the Annex to the Swedish Ground Handling Services Act (2000:150). The authorization system is continuously open, allowing new operators to apply at any time during its validity.

Basic Requirements for Authorization

To be granted authorization, the following conditions must be met:

  • Approved application for Ground Handling Operations Agreement
  • Fulfilment of the conditions in the signed Ground Handling Operations Agreement
  • Commitment to provide ground handling services in accordance with item 7.1 of the Annex to the Swedish Ground Handling Services Act (2000:150) at a minimum of one of the following airport groups:
    • Group 1: Umeå Airport (UME), Åre Östersund Airport (OSD) and Ronneby Airport (RBY)
    • Group 2: Luleå Airport (LLA), Kiruna Airport (KRN) and Visby Airport (VBY)
